1. Strengthening medical information infrastructure, Launching and increasing the number of medical science Journals indexed in PubMed, Scopus and ISI Web of Science

2. Empowerment of treatment staff, researchers, students, hospital staff, and initiators of knowledge based companies

• Empowerment of target groups of research and technology in the field of research tools and the new system of medical research information in Iran
• Upgrading the registration system of diseases and health outcomes
• Empowerment of target groups of research and technology in ethics of research
• Strengthening and facilitating interconnections between hospital staff, faculty members, and new knowledge-based companies of health sciences regarding knowledge production and innovation
• Educating physician-scientists to increase the production of valid evidence
• Empowerment of human resources to transfer technology

3. Quantitative improvement of fundamental and functional research systems in proportion to regional research priorities

• Launching biological samples bank and diseases registration programs
• Increasing national and extramural research projects in the field of medical sciences
• Increasing research projects based on priority and capabilities of the province
• Increasing research projects in cancer, tuberculosis, herbs and family physicians and referral systems

4. Qualitative improvement of fundamental and functional research systems in proportion to priorities

• Development of international health research according to health research ratio (based on the collaboration index in the annual SCImago report)
• Increasing the number of Iranian medical sciences researchers with an h- index 15 and above based on Scopus
• Increasing cited articles in the field of health based on ESI
• Increasing the number of articles published by medical universities in the Scopus citation database, in 10% of the top journals of each discipline based on the SJR index
• Increasing non-thesis student researches leads to publishing an article indexed in ISI: WOS or MEDLINE

5. Innovation in the production of profitable knowledge and the realization of science
